Participatory Action Learning System was developed with the micro-finance NGO PASED (Port Sudan Association for Small Enterprise Development) under a project called LEAP (Learning for Empowerment Against Poverty). This was partly funded by Oxfam Novib as part of the WEMAN programme, and partly by PASED funds.

The GALS process in Kyrgyzstan was introduced in 2016 funded by IFAD and implemented by CDA and UNWomen as part of the Rural Women’s Economic Empowerment Programme of IFAD, UNWomen, FAO and World Food Programme. In 2024 USAID funded Empowerment Against Violence methodology with Kyrgyzstan Association of Women Judges.
